After rebellion by Republicans against their own party, the usually sleepy procedural vote ended with House of Representatives drama.
This puts the future into question for two important bills backed by the Trump administration, which are scheduled to be voted this week.
The mechanism, known as “rules vote,” traditionally falls along the party line and is not a representation of support or opposition to any particular law, but failed on Tuesday when nine Republicans joined Democrats with the extraordinary responsibilities of GOP leaders.

Who is James Boasberg, a US judge at the heart of Trump’s deportation efforts?
It comes in a few weeks of battle over the ability to vote remotely for new parents in Congress.
That’s an embarrassing set for House Republican leaders. He submitted a full court press on a bill that restricted the ability of district judges to collect national injunctions and required each to register evidence of citizenship on the ballot.
R-FLA Rep. Anna Paulina Luna is bipartisanly promoting laws that allow new parents in the home to vote remotely for 12 weeks surrounding the birth of their children.
She attempted to force the bill to the floor via a mechanism called a “discharge petition.” This attempted to hold Endran leadership effectively and effectively as the final leader to hold a House-wide vote on the law once the petition gained support from the majority of the House.
Lawmakers rarely lead to discharge petitions against their parties. However, Lunas was ready to succeed with support from Democrats and some fellow Republicans.

House GOP leaders tried to block it by inserting language into an unrelated “rules” package on Monday night, effectively preventing Luna’s bill from getting voted on.

It sparked backlash among Republicans who supported Luna’s efforts. Or the opposite attempt by the leader to change the rules of the house previously agreed upon, and most often a combination of both.
Meanwhile, a source familiar with the House Rules Committee told Fox News Digital that some Republicans on that panel were unhappy with being kept in the dark by House leaders until the last moment before the committee voted Tuesday morning. However, all Republicans on the committee voted for this rule.

It’s not immediately clear what a GOP leader will do next. They can call an emergency session of the House Rules Committee to consider amended languages that do not target discharge petitions.
But one House Republican proposed that lawmakers could be sent home that week.
“There’s a lot of emotion, and maybe it’s better to press a pause for a few days,” said the GOP lawmaker.
